when it shows Random read seek time <1.0 msec does this mean it is going to be unbeleivably fast for random access? In the 7200.10 it is about 8.5ms does this really mean they will be under 1ms access time?

I have read that these are pretty much blazingly fast. As far as under 1 ms...it could be an exaggeration but it will be fast.
No its not <1.0ms. Nowhere near, and that list looks wrong to me, the 7200.11 should have 32MB Cache too.
Price?

There is a 16MB and 32MB version.

I would have to think that is a typo. I would say it should be <10ms and <12ms....

I have seen that sheet, but the only latency it tells you is the rotational latency of 4.17ms, which is obviously the same for all 7,200 rpm drives.
