first off welcome to overclock.net
ide recommend going into USER CP (control panel)
and then edit your system specs.
to fully understand a machine we will need to know all of your specs
then you can post in the intel/amd forum for help with overclocking

then you cant overclock.. by default all intel motherboards have their multipliers locked so if it is an INTEL motherboard 9/10 says you cannot overclock it

But right now Intel is better than AMD.. the core 2 duo processors kick their asses.

But well, about the motherboard, you can always look in the BIOS if you see an option called 'FSB frequency' or similar. If you want to olverclock you have to up that one. On a P4 it's 200x15 (= 3000Mhz) so if it would be enabled you can raise it a bit and see if your pc will boot (so like 210x15)
I can't guarantee the option is available but if you don't take the shot you'll always miss

Note that you won't notice a large performace increase, as that was what you are thinking/hoping for. I put my old P4 3.4 to 3.7 and didn't even notice 1fps increase in games, only more heat..

And you could overclock your videocard but I doubt you'll see much of an performance increase as well, as it is a very poor performing card
