SO i bought a pair of Seagate Constellation ES.2 ST33000651NS 3TB 7200 RPM 64MB
(there enterprise 24.7 rated, my pc stays on constantly so its nice to have HDDS that will last)

to stick in my Pc as game storage.

at the time my pc is basically silent,
3 be quiet fans/ryzen 5 1600 undervolt(stock cooler atm) and a gtx 680 at 20% fan speed,

then i plug these 2 hdds in and my god they are loud! is there anyway of making em not spin up 24/7?
or do i just buy 2 other Hdds that are quiet! as its already doing my head in!!

I have the 2TB constellation and its also very noisy, I think you could set Windows to spin the drives down in the power options but apart from that there isn't really much else you can do software-wise.
EDIT: What they have in noise they make up for in performance. R/W performance of these drives is pretty impressive.
