Alright i don't like having evga's precision tool start up every time i log in.
I want to make the changes like locked into the card somehow.
Like: if i where to reformat my hdd, the settings would be locked into the card.
Is this possible? I'm thinking like a firmware flash.
anyone know how to lock in fan speeds, clock.ect?

Only way would be to edit the bios on your card then flash it.

here is a guide, it's for a 8800GT but it should be the same for your 260

link is censored. i'll PM you.

NiBiTor is what you are looking for. Not really sure the process of doing so, but shouldn't be too hard. Good luck.

there is many many many guides on the subject, all it takes is a little research on the matter

you can flash from a usb drive, or from windows if you get your hands on the windows based flash utility [i flashed my second 8800GT from vista x64]
