I'm at a buddy's house right now and he wants to OC his 920 to 3ghz (on stock cooling)

I wish I could help him but I have never OC'ed a i7. (also im pretty drunk)

This board needs to be cross-flashed to the Rampage II GENE BIOS before you can overclock it. There are slightly unreadable instructions here.
