i just checked my current values for my ATi 5770
and its current values for the
GPU clock are 157 Mhz and
memory clock at 300 Mhz

it seems really low, should i be worried at all?

Um...it's probably just underclocked at the moment because all you're doing is surfing the Internet, not playing Crysis.

Looks really low to me. Underclocking never hurt a card in my experience though. Try running furmark and see what your clocks are while that's running. I'm guessing that if anything those are the 2d clocks. Even so, did you check with GPU-Z? The latest version?

its the same as most cards - my HD4870 runs at 500mhz when in 2d mode 0 and ~750-800 depending on overclock when under load/games

Those are your 2D clocks, and they only are on when you're not playing games.

You have 3D clocks, and those are the clocks you overclocked to (if you did).

Start a demanding game, and it will change to your higher clocks.

everyone here is right on OP. all newer cards do that on purpose automatically in order to save power, keep temps low, and subsequently keep the fan speed to a minimum when the gpu is not in use

totally normal no reason to worry

A. Your PSU is not providing enough power so the card downclocked
B. Some of the Nanometers broke so the card slowed down
C. Card is running in 2D Mode untill 3D Mode is required
D. The cake is a lie

and the answer is.....

i did some searching on the web and its known as "power play"?
is that right? thank you for all your help guys, and if i did break
a nanometer would i detect one? thanks for all your help again! much appreciated

YOu can't break nanometers, for that you have to leave it in the hands of an Idiot who will barrow the card for an undisclosed amount of time.

funny story, i have an open case and sometimes and i like to touch my GPU to feel how hot it is, and when i touched it for more than 5 seconds my computer just goes black and the fan spins at 100%.

Perhaps you're applying just enough pressure so that its connection in the slot becomes a slightly imperfect connection thereby making bad things happen.

Either that, or it's allergic to you.
