I am looking to spend ~$200 or less on a video card upgrade and have been meticulously watching for deals on nvidia gtx 660 and the Radeon HD 7870 cards. I missed this deal http://slickdeals.net/permadeal/89638/newegg-powercolor-pcs-radeon-hd-7870-myst-edition-2gb-gddr5-pci-express-video-card-bioshock-infinite-tomb-raider-pc-game-coupons and I will probably hold off until I can find one like this again. I could have either kept both the games or flipped them for ~$50 so that's $159 for a Tahiti core 7870. Here are my priorities when looking to upgrade my gtx 460 card.
1. Price/performance (bang for the buck)
2. Does it oc'd well and have a good fan+airflow setup
3. Warranty
4. Optimization for games I like to play (bf3, borderlands 2, crysis 3, batman AC, witcher 2, WOW, NBA 2k13 and the upcoming GTA V.
5. Physx (ahh beautiful physx when will all games/video cards utilize the option to turn on such amazing in game graphical display.)

P.S. Is there anything about my system that would hold back(bottleneck) either of those 2 video cards?

The HD 7870 Tahiti LE offer which you listed was amazing. if it comes back in stock grab it. but with overclocking that card can get loud. the Sapphire HD 7870 XT has a much better cooler than the powercolor card . but its more costly.

another good offer is the PCS+ HD 7870 Vortex II (1150 mhz) for USD 220 (190 after rebate) . fastest factory clocked HD 7870 . comes with 2 games which can sell for 25 - 30 bucks each. brings your cost to USD 140. thats very good for performance on par with GTX 660 Ti / HD 7950(800 Mhz).

your phenom ii x4 at 4 ghz would be enough to drive these cards. if you like physx go for MSI GTX 660 OC . USD 220( USD 200 after rebate)
