Depends on your mobo

If your mobo has overclocking options, then yes it can overclock.

Pentium 4's are known to overclock to really high clock speeds. However, they're quite slow clock for clock.
i have looked into the bios (phoenix technologies,LTD) and didn't see nothing the board is a asus but i cant seem to find the board name/model # anywhere

Phoenix BIOSes often have overclocking options disabled [as far as I know, most OEM computer manufacturers [particularly HP as in your case]] have disabled overclocking options.
You could try looking for a ModBIOS but it's risky.
My old P4 is equipped with an AMI BIOS... I might try overclocking it soon...

Well I have owned an HP and tried everything to no avail. This is your only option. http://www.overclock.net/downloads/2...fsb-2-0-a.html

This.

I have the same class CPU (mine just has higher stock clock), and I've gotten it to 4GHz @ 1.5v or so (see signature). Go for it!

EDIT: Try to find out the exact model of your motherboard. You might be able to download a BIOS from Asus (not HP) that might have overclocking abilities.
