It's downclocking when it's at idle because you have C1E and Sspeedstep enabled. Once you put the cpu under load the multiplier will go up. It's a safety feature that works as intended and nothing to worry about especially when it doesn't effect stability or overclocking.

It's good for now! I used the OC preset in the bios which works excellent. I looked at it a little bit more and they have a preset of 4.7 GHz. included in the bios. I was like wow! This mobo is impressive.

Nice...but I would try doing it manually...better control over the vcore.
