I have G.Skill Ripjaws X 1600 2x4Gb CL9 Ram in my SB setup. It's currently set to stock specs, 9-9-9-24 @ 1.5v. I was wondering if it was necessary to OC for better performance or would I just be better off leaving it as it is. And if I should OC it, how do I go about doing so? Thanks!

Try setting the timings to 7-8-7-24 at ~1.65 voltage.
If you're gaming the performance is very small, if any.
You'll notice it while doing things such as rendering.
Thought you were on an AMD platform.
Try upping the frequency.
I have no idea how on an intel setup.

I'm not too sure, but I thought I heard that SB didn't do well with higher voltages, I could be wrong though... Probably am wrong. Haha.

Would I wanna go straight to that timing or is there something I can do in between and test for stability beforehand?

You can try going straight to the timings, but on an intel rig I believe that a higher frequency is better?
You would still benefit though.
I'm pretty sure ripjaws wouldn't have much of a frequency boost either.
