4850 is a 105w GPU and 4870 is a 150w GPU. Any PSU in the psu list should be fine for your rig but prefer OCZ over Apevia.
is $45 more worth the upgrade to the 4870?
yes, add another few dollars and you get 1gig version

the most bang for the buck atm.

If you don't want check out the asus 512 instead of diamond

Yes it is but you can still run multiple nvidia cards in it, just not in sli.
Trust me, i think you will find the e7400 a better purchase. The best way to make you PC cheaper, is to reuse old hardrives, cases, and DVD drives, until you can afford to get a case to make it look good.
160gb is not enough for HD space lol... even I thought it was, and it just disappeared in a matter of 2 ~ 3 weeks. I'd recommend going up to like 250 or 320. Of course you might end up spending a tad bit more than 500 but yeah.
$20 for 2x2gb Corsairs. Perfect for any budget build.
case for $35 + free shipping. If you're looking for cheap, there's really nothign better on Newegg. Only other option would be personally going to Microcenter or Fry's to get an Antec 300 for $45 or so. Shipping is way costly.
What kind of hard drive space do you need? A great hard drive is the Western Digital 640gb AALS Black. Good speed and price/performance. I got the AAKS Blue version (half the cache) for only $55 on ebay with 2 years left on the warranty.
For graphics, ATI 4830 or Nvidia 9800GT are at pretty good prices lately. I'd rather a 4850 or 9800GTX+ for better performance though.

I would say no since 260 same as 4870 1 gig but more expensive. he can go xfire later on if he goes ati for gpu.

For gaming only 160 should be fine. however, for 10-30 dollars more a 250 or 320 is worth it

OK here we go $507.92 after $80 in rebates, plus its better then what you first listen, but you'll need to reuse an old case and DVD drive. An 8800GT can play any game maxed out (including crysis without AA) at 1440x900, so it is sufficient.
