Is it possible to run PC6400 ram on a 4200 board at full speed? Like, by manually setting the timings and such?

if the board supports a max of 4200 then your ram will run at that speed however you will have a lot of headroom if you OC.

I'll have a lot of ram overclocking headroom? or cpu headroom? The motherboard i'm on only goes to 300 mhz for cpu overclocking. And you can't change the multiplier or anything.

You will have a lot of RAM overclocking headroom.
Granted with an E4300 you should be able to overclock ALOT but that board in your sig may not allow it as far as others have gotten.
