Phenom II x4 965 running at 800mhz

Ok, so I was making my brother's rig and after hours and two mobos later, it turns on and we install ir. The thing is after we get windows 7 on it, we notice that the processor is running at 800mhz, and this is totally wrong. In the bios, for some reason, it also defaults to 1.775 volts and overheats. Is the processor bad, is this a normal bug or could this be caused by something else?

Specs:

MSI K9N2 SLI Platinum Mobo
Phenom II X4 965 Processor
OCZ F4t4l1ty 2gbx2 RAM
1 EVGA GTX 250
Ultra 750W PSU
3 Seagate Barracudas 320gb on Raid 5

you wana post a screen shot of CPUZ please?
manually adjust it to 1.35v, cpu multiplier at 17, and turn off cool n quiet

actually, don't even take ur time w/ it
just change the voltage to 1.35 and restart immediately
then mess with the other stuff after bios saved+restart
Ok, immediately after I noticed this I changed it to 1.4v, but changing the multipliers makes the computer hang when I turn it on. I'll try and get CPU-Z on there, didn't think of that one.
I'd like to guess that it's because this CPU is not supported properly. It is not on the official CPU support list for this motherboard.

I've read somewhere that this is C3 and all of these on that list seem to be C2. Could that be it?

But I'm saying that the Phenom II X4 965 is not on the list, so this might be caused by the CPU not being supported correctly. There is no reason it should be setting it to 800 MHz and using 1.775V.

Heh, I don't get hit with a restocking fee in CompUSA which is where I bought it. My brother agreed to swap it with my 9850 (my crappier motherboard somehow accepts it) until he gets a BIOS update for it. Thanks for the offer, but sorry.

The 9850 is on the support list.

Ok, so I put it on my PC and it seems to be stuck at 800mhz too. I did change the multiplier and the PC is telling me it's at 3.4 ghz, but CPU-Z gives me this.

Faulty processor?
It's not throttling because of Cool'n'Quiet I think. Run a CPU-intensive app like a game and see what happens.

Faulty processor?

Page not found because a part of the filename was censored.

But for the sake of jumping the gun on purpose: sometimes a BIOS update fixes odd problems like this.
