so, im doing a new build and this is the CPu im looking at how much better would you say this is than a E7400? also is it any better?

It might get better 3dmark points, maybe some professional programs will run faster. Here's a good comparison:

The X3 710 is actually more on par with the E8400/E8500's.

This review should help you out a bit more. Although it's based on the X3 720, you can still get a pretty good idea regarding the 710, as it's only clocked 200MHz lower.

The Phenom II 720BE only costs $16.50 CAD more than the Phenom II 710 on Newegg.ca. Since there isn't a huge difference in price I'd get the 720BE which has an unlocked multiplier. I believe the 720BE beats the more expensive Core 2 Duo E8400 in some cases.

Only at stock though. Take your 710 or 720 up to 3GHz, and then it will compete and beat the E8XXX series.

I wouldn't base my opinion on the performance of the "4th Core," as it's a toss up. If you absolutely need a 4th core, get a factory Quad.

Really, the only benefit you get from the 720 BE over the 710 is the extra 200MHz and an unlocked multiplier.

It depends
Some get good results while others are unstable

The 4th core is disabled for a reason
Unlocking the core is like unlocking pixel pipelines. Results vary
