My mobo can handle 4X4g DDR 1600. Having problem of being stable with 4x1gb the memory timing is right.
Can PII 955 handle 4 stick of DDR3 1600?
If not can PII 965 handle it?

CPU absolutely doesn't matter, the board and memory modules are what matter. If all 1GB sticks are equal, and the memory voltage has been set properly then try running the memory modules unganged in the bios.

I am actually fairly certain that the C2 stepping phenoms have a problem with 4 sticks of DDR3, it was a problem with the integrated memory controller, that was one of the revisions on the new C3 stepping. You'll have to get the new C3 stepping phenoms for this feature, currently only the 965 is C3.
