A police unit dedicated to combating movie piracy and those responsible for the manufacture and distribution of pirated films has launched in London.

In partnership with the Federation Against Copyright Theft (Fact), the new unit will pursue individuals and groups profiting from the sale of fake DVDs.

I heard from Plague that movie companies intentionall put movies as torrent files online, and tracks the IPs. Then gives to the ISPs, and the ISPs warn/fine the people who d/l.

Wouldn't stuff like PeerGuardian2 and firewalls prevent this?

I have benn using Azureus and PeerGuardian for all mt Bittorrent dl's for a little over two years and I've never heard a peep from my ISP or anyone else for that fact. PeerGuardian blocks all IP's that are regestered in their database, such as the RIAA, Fact, etc. If you use it you can open the PeerGuardian tab and see exactly what IP's are blocked and who uses them. So I guess they may catch some of the amature's that use bittorrent, which I would say would be a pretty low number.
