Hi,

I want to change my crapy 3838A (78º under load with stock heatsink and 23º temps), today I went downtown Barcelona to see what batches could I find, I've started a poll to ask for your opinion

That is flat out wasting money for no reason.
Just get a better cpu cooler like a xigmateck dark night,thermalrigtht true, or noctua.

Use OCZ FREEZE or IC Diamond thermal paste to make temps drop
Well I just bought an expensive SS phase change, It would be a shame not to get the max from it

Are you going to be exchanging it or buying a new one?

Well if you don't like the chip and you can exchange it then definitely do it, but if you can't exchange it then don't waste all that money for a few hundred MHz.
Load temps on a stock cooler mean nothing really, you need proper cooling to see how it'll OC. Put the phase on it and see what it'll do. Even if you do exchange it you very well may get a worse chip, and you don't even have a baseline of comparison from your current chip to know if the new one is good or not.
