I'm not sure... I use a PSU Testing Unit when I'm not sure if a PSU is dead or not. If it gives me a green light it's good. I think your assumption is correct though.

EDIT:
Be careful with that X-Connect though... I've read they can blow out your entire system (ie: fire).
