Howdy OCN. I'm using Premiere Pro CS5, and I can't seem to get the program to use my GTX 560 Ti for encoding. All the rendering is done on the CPU instead of the GPU, where it's supposed to be done.

I've done the hack in order to enable the GTX 560 for CUDA processing, and my Render engine is "Mercury Playback Engine GPU Acceleration".

Did that. GPUSniffer successfully recognizes my card as a CUDA enabled card. The encoding is done on the CPU.

hhmm well then I really don't know. other than trying to reinstall everything and see if it works the second time. sure you probably tried that already too though.

I am having the exact same problem. I have a GTX 560 too. Identical to your issue. Did you figure it out? I have tried everything.
