Is there any program that replaces all the game short cuts on my desktop?
Something that would be a single shortcut that launches some app that has something like itunes cover flow but for games?

I think home editions have a game folder, but 7 pro rips it all out.

EDIT lies i found it

Search "Games Explorer" in start menu, you can add others to it.

There are also various dock softwares like RocketDock that allow you to slap a folder on and expand it to see the contents.

I would still say just use Steam and manually add all of your game shortcuts. The only reason to use a dock is that it might have some pretty effects.

If you're just looking for visual effects, poke around a Rainmeter skins site. I believe there is a Steam Wheel skin available for it. You can place shortcuts to whatever games you want (not limited to Steam) on it. The menu itself appears as an overlarge Steam logo on your desktop - when you press it, it expands into a wheel with shortcuts.
I tried it, but didn't like it. I felt dumb taking time to open a wheel when I could just run the game thru a normal desktop shortcut.
