You might be able to find a used PS3 Slim with small HDD for that...don't know where right now though...good luck

Pretty much. They get it as a trade-in, test it, and if it works, sell it. They're not going to refurb something that doesn't need refurbishing. No harm if there's nothing wrong with it. It's no different than buying it used off of someone on Craiglist, except this way you get a little bit of a warranty and an option to purchase an extended warranty.
Either that or buy a factory refurb, which is a unit that DID have a problem at one time that needed fixing. Me personally, I'd rather take my chances with the used unit.
