this is weird my dads 450watt power supply has a 11.60v 12v rail his fans witch are connected to the motherboard dont even get to half way the speed they are capable of on the other hand my psu witch is 330watts has a 11.98v 12v rail and my fans are fine

p.s. his fans are now connected to a molex . should he get a new psu

What type of PSU is he using?? What app are you using to monitor the voltage?? 11.6 is pretty low, but nothing to get excited about. And yes, fans will run slower with less voltage, that is how the fan buses work.
