Seems like this is an extreme overkill version of some waterblocks they are going to be making.

According to the brochure in the pictures it's meant for liquid cooling. So I guess it's a heatplate for a watercooling solution or something. Not sure thought

Some pretty crazy bits and pieces on the site but <a href="http://www.tgdaily.com/picturegalleries/gallery-200610031-39.html" target="_blank">this</a> caught my attention. Peltier cooled maybe?

I think the thing I have highlighted is the chip, and the rest is something else, like the power supply or something. Just a guess though.<br><a href="http://assets.overclock.net.s3.amazonaws.com/6/6e/6ec24296_vbattach32637.jpeg"><img alt="LL" src="http://cdn.overclock.net/6/6e/525x525px-LL-6ec24296_vbattach32637.jpeg" style="width:425px;height:341px;"></a>
