This might be a silly question, but should I be resetting my hardware to stock speeds before attempting a new install/reformat?

I've seen a few threads where people have mentioned that it's a staple rule so I am just wondering if I have to or if it's safe to continue without worrying about it.

Sorry if this has already been asked and received dozens of answers, I am just without much time to do a proper forum search. :-[

If you're prime stable it shouldn't make a difference.

I've installed windows on an X3 unlocked to X4 but a core unstable enough to not be able to use windows, turned out to be usable without issues once disabled the 4th core.

This. If you are stable in fact it should make reinstalling faster.
