On a dual rail PSU, one rail is used for the CPU. Any remaining amps on that rail will be unusable for GPUs and the like. Leaving you with just 20A for use with a GPU that requires 24A. Even if it does boot up you may get random shutdowns or even worse.
My advice is to get a good PSU for a reputable brand such as Corsair, PCP&C, Seasonic with sufficient amps on the 12v rails.
