This actually depends on your personal preferences. For example, because of the way I use my computer, my personal preferences are to only have the Power Options control panel turn off my monitor after 25 minutes if, for some reason, I ever leave my computer that long. But in most cases, I always turn my computer off when I'm done using it, so I really don't need any settings like this. But, they're there just in case.
But in the old days, I used to leave my computer on 24/7. So, to help save electricity and to help my system last as long as it can, I set the monitor to turn off first, then have the system go to Stand By, and then after that, I had the Hard Drives turn off last. I usually used the "Portable/Laptop" settings, but slightly modified to suit my preferences based on how long I would leave the computer for if I merely got up to take a break. I mean, if my breaks usually lasted no more than 30 minutes at the most, then I set the monitor to turn off after 30 minutes, and then Stand By a half an hour later with it set to 1 Hour, and then I had it turn the HDD's off an hour after that by having it set to 2 Hours.
But these days since my system is much faster than the old system I had back then, I just turn it off when I'm done because it only takes ~50 seconds to boot up.
So, definitely consider your needs, your preferences, and most importantly: experiment. Set it to certain settings you think would work for you, and then go from there and keep customizing it as you continue using the computer after you make the first customization. But, based on the "Portable/Laptop" settings, I would say always have the monitor shut off first, then have it go to Stand By, and then have the HDD'S turn off last. But, not all 3 are necessary. I mean, you could have it turn the monitor off, and then turn the HDD's off later. Or, you could have it go to stand by first, and then turn the HDD's off after that without ever having it turn off the monitor. Or, you could only set it to just turn off the HDD's after a certain time without ever having it go to Stand By or having it turn off the monitor.
But rest assured that after a few days to a couple of weeks, you will definitely know what Power Settings are right for you.
