I have overclocked my EVGA GTX 460 with EVGA Percision to
Core:845
Shader:1690
Mem: 2200

when i fire up furmark, the core clock is something half the desired settings
core:405
shader:810
mem:162

GPU-Z shows the applied settings from EVGA Percision no problem. but furmark says otherwise and I get only 12fps with the furry thing rendering

Evga percision shows the settings correctly over the games I play such as skyrim

can anyone tell me whats going on if this is wrong or supposed to happen?

Your card is in power saving mode but should throttle up under load. Try going into the Nvidia Control Panel under 3d settings and set the power mode from adaptive to prefer maximum performance if you want to disable the ability to downclock. Nvidia also recommends against using furmark, try our OC Scanner program: http://www.evga.com/articles/00530/
