Your mobo will allow overclocking of your rams front side bus but will not allow increasing your cpu's multiplier (unless you have a XP-Mobile cpu with unlocked multiplier).
You can loosen your ram timings and notch up your front side bus speed to increase your performance. Value ram probably wont allow you to get to far (maybe 410mhz.).
well i kept my multiplyer at 11
uped to 204 mhz
and my Processors MHZ rateign went up
thats not overclocking?
lol

Yes that is overclocking. You raised your rams front side bus speed from 200 to 204 (to 408mhz.).
If you loosen your ram timings (advanced chipset bios menu) you might be able to raise the ram front side bus speed some more for increased speed.

Your cpu core multiplier is locked at 11 unfortunately. Some cpu cores come with unlocked multipliers and are adjustable (so you could raise or lower it).
Athlon XP-Mobile cpu's have unlocked multipliers and are sought after by many because they can run at low voltages, or can be run at high voltages for overclocking.

So I have value select ram as well. I don't know about timings or any higher forms of overclocking other than changing the multiplier, and messing with the mem speed. I just bought a 3200 barton from a friend for 50 bux and I want to obtain a 2400 oc. Would i damage anything if i attempt a 220x11 on stock voltage? If so, what would i be able to do safely?

Thanks in advance for any help.

If your ram is able to handle higher frequencies it might make 220fsb.
Go into bios and raise the fsb (dram) in increments of 3 until the system wont reboot.
You may have to raise the vdimm voltage a tenth.
