Not sure if that is entirely true, yes they may still be noisy in comparison to a very quiet but thats all relative.

Things that change how loud a fan is gonna be for the same cfm are number of fins and fin design. Take for granted there are alot of roughly 70cfm fans that range from 28db to 40db, same cfm but huge changes in sound.
