Well i noticed today that my ram is only running at 333Mhz when 1 of my ram cards is supposed to be 667Mhz and the other is 800Mhz i tested each ram card and both are running at 333mhz for some reason im wondering if there is a way i could make them work at the Mhz they are supposed to work at. My bios doesnt allow changes in memory so the bios wont work.

Is that a package PC? For example, a computer which is made by Fujitsu Siemens.
The 800MHz is slowed down to 667Mhz and

667 is 333x2 essentially as it's DDR

DDR = DoubleDataRate, so 2 x 333 is your 667mhz. So there is nothing wrong.

Yes but when i run the 800mhz ram card jsut the 800 not the other with it it drops down to 333mhz and never ever rises.

Because that is the default speed the mobo picks up. And if you can't change the memory divider or DRAM frequency in the bios then you are stuck with it.

If your motherboard can overclock you should be able to increase memory speed with it just by overclocking the CPU.
