I have two 256MB sticks of PC3200 that I would like to add to my system. However these sticks are rated at 2.6V, while my current ones like to run at 2.8V. Is it safe to run these new sticks at 2.8 along with the old ones? They have heatspreaders on them, if thatll help.

Yea, DDR are safe up up to 2.8V, but with heatspreaders and active cooling they can take more depending on the ICs on the sticks.
Heres a thread on "Safe DDR Voltage":
