Just joined and I am looking for some guidance, I am trying to understand the PWM control line voltage reading from the CPU fan header. It seems that I can only reach 2.091 volts when Fan Xpert or Bios is set to run 100%. My understanding of the Intel spec is 5.25 volts is the Vmax. I am measuring with digital meter across pins 4 and 1 aka PWM control and ground.
I was wondering if this is the design reference for Asus or am I just doing it all wrong. The device on the other end is a MCP655 PWM pump.

I have tested the pump by running 5v direct and I get about 25% higher rpm's .
