Rebooting problem

everytime i hit restart (Vista x64) my computer will shutdown, and then it looks like its restarting, the fans turn on and light up including the front panel LEDs and it seems as though nothing is coming out of any of the outputs of the motherboard, such as the VGA/DVI and usb ports and what not. i just updated my BIOS to the latest version (0801) to see if that would fix the problem and it did not. it didn't do this the first couple days i had it but now it is doing this. everything works fine again if i hit the restart button on my front panel, and it boots up just fine with everything working. any suggestions would be great.

did you load optimized defaults in bios?
