I'm putting a completely new rig together with the exception of my hard drive. Even if the new rig allows me to boot windows and everything normally, should I still reformat for the sake of avoiding driver issues or something like that?

Fresh install will work best and is the preferred option. I have kept the OS intact in a couple situations out of convenience and it has worked, but that was with Win7.

A fresh install with a new rig is always the best bet even if it's a bit more hassle. Once you're done getting your base system set up, make an image of it and keep it handy in case you hose something up down the road.

A quick re-image in the future can have you back up and running in minutes rather than hours.
