Can you run a MSI kombustor run and check if it throttles in the same way?
That load temp is high. Reapplying TIM and reseating the cooler will definitely give you a drop in load temps.
Do not forget to remove the metal covering(above the heatsink) and remove the dust from the fins.
PS: My 9600gt throttles at 100C. When I noticed those temps I replaced the TIM which didn't help much(95C). I removed the metal cover above the heatsink and there was dust blocking the intake vents. 75C full load since then
