RESOLVED:
Oh my god.. bios must have f'ed up or something, i checked again and the voltage going thru that core was 1.65V (WOW) set it back down to 1.16

I finally managed to get my pc up and running *yay*
But now a new issue *boo*

I was preparing to overclock this Q9550 so I looked @ temps, etc.
Temps were nice and cool @ idle: 28C all around

I did notice my core speed was 2.66ghz (which is weird because I didnt edit the clocks) It should be 8.5*333= 2.83Ghz When i boot into bios to see what was up; the multiplier only went up to 8, not 8.5 (huh?)
and at this point i went to check out the temps within bios and they showed 90C!!!!!! (idle) ***?

Edit: Okay, found out unlinking the ram would pop the multiplier up to 8.5

Any advice would be great, thanks.

Probably a faulty sensor. Pretty much impossible to gain that much in such a short time.

I touched my heatsink, was VERY hot to the touch.

Fan speed was normal?

Hmm.. This is weird. Did it ever drop after reaching 90 or did it stay there?

It kind of jumped between 88-90C and yes i put my hands in front of the fans and they were definitely moving air. My fan is a 90CFM it moves a LOT of air.

Only thing that comes to mind is that I didn't correctly apply the TIM (AS5)

This doesn't make sense to me as if your heat sink is hot to the touch, then the TIM is applied correctly. The heat is transferring to the HS.

Something tells me you have a faulty CPU or a messed up sensor.
I'm thinking it's a messed up sensor. My e6600 reads 50-60 degrees celsius idle in CUPID HW monitor and real temp when it's truly in the low 30's according to the bios.

Yep! temps back to ~28C, fewf good thing i only had it on for a total of about 2 minutes. I can't be sure if that was my mistake or bios glitching out. I'm going to take the blame for this one though. *Embarrassing*
