Everytime I right click on something on my taskbar it pops up in the top left corner of my left screen, and if you click it again while that menu is open it will pop up above the start button instead, but never above the icon where it should be appearing.

Strange, are you using any program such as Ultramon?

I did install ultramon for a day or so, but this happened a while after installing it and persisted after uninstalling.

Very bizarre, I'm using ultramon and have yet to experience anything like that. Have you tried having a look in the control panel or Nvidia control panel to see if there is some sort of setting that has an effect?
