Rippling/Wavy/Sync Effect?

I wasn't sur if this was graphics related or if it was monitor related but this never used to happen. Today I downloaded TF2 and I noticed ingame that corners become pixely and rough when I run past them. So I decided to play BFBC2 to check to see if anything happened in there, I get some sort of sinc line almost if I'm moving around alot.

This never used to happen, I don't know what is causing it. If its monitor related it wouldn't be a big deal because I've been planning on getting a new one for some time. But if its graphics card related I'll be mad

Is there some way to effectively test whats causing it?

Edit: Its also getting hazey and jaggedy when I pan in TF2... what gives?

Doesnt sound like the monitors at fault, maybe re-installing drivers?

8x, the Vsync solves the BFBC2 problem. Nw I need to check TF2. What does vsync do anyways?

Edit: Maxing out BFBC2 has never ever been a problem for me.
Vsync syncs the GPU with the monitor so that you don't have two halves of frames displaying the same time on the monitor, resulting in the line you saw.

Hmm. You sure AA is on in TF2?

Vsync and 8x, its not as bad as before. But I feel like it could be better yet.
Hmm. Are you running max resolution?

I've tryed taking screen shots but the problem is when I'm moving, it doesnt capture it. It captures the frame right in the middle.... yes max resolution

Hmm. Check your CCC. Are you sure your resolution is 1080p and NOT 1080i? This is, if you are running HDMI of course

What would that be under? 1680x1050 full screen 16:10.

Okay so is it my card then or monitor?
Probably card. Check if your display has "overdrive" or "ghosting prevention" or something similar to that on. Remove them. Sharpness should be set to default.

If all that is done, it's the card, and probably just settings set wrong.
