OK then I would say that the smart bit is turned off in your hard drive firmware. Seagate has a utility that will allow you to turn it on and off and to control other things also (like acoustic management etc). On the seagate website you will find downloadable tools.... Seatools...etc. One of those will let you burn it to a cd and boot the utility and then fiddle with those options in the drive firmware.
It should be fairly easy to find this on the seagate website. I remember looking once before and finding it fairly easily.
