Just not enough power if you start to go full load or OC.
Without know the rest of your system, EVGA 650W P2 is a great unit for the whole system.

Although 350W seems like enough power wise, the current (amps) may be more of an issue with this psu.

The old 300W seasonic TFX had around 18A or so on the 12V rail. I read somewhere that the 970 can exceed 20A of current peak (although the average is less than this), I did use it briefly with a 970 and it worked fine however I soon switched over to a different PSU from fear that it might break.

The new TFX 350 seems to still only have 18A on the 12V rail (https://seasonic.com/product/tfx-350/ then click specifications), so unless the 1070 uses dramatically less current I wouldn't advise it.
