What is the best semi-cheap way to remove rivets.

You can use a drill (which is the easiest way by far) but if you're in a pinch you can use either a pair of dikes (aka wire cutters) to cut the bottom of the rivet off. Then just use a flat head screwdriver or some pliers to pull the top head part out. But again, drill bits aremuch easier.

Where I work, we deal with rivets all the time. Best way is a standard drill bit according to the size of the rivet.

They have rivet removal drill bits, but they aren't needed in your situation. In the case of steel pin rivets, you have to get a punch to eject the pin that wasn't broken off prior to drilling it.

let me guess: you're removing the hdd bay for a bottm mounted 240?

A drill bit will make quick work of those rivets.
