I am planning on getting two Nvidia GTX 780 ti graphic cards or my water-cooled setup and prefer the reference design for more water block options. I am torn between EVGA and ASUS and was hoping to get some opinions based on either personal experience and/ or reputation. Thanks all.

Since you cleared the option of getting nonreference designs, choosing a card simply comes down to the manufacturer's warranty and service.
Between Asus and EVGA, there is simply no comparison, imho. EVGA hands down. Fantastic warranty and service. Not gushing over EVGA, I swear.

Reference cards should be the same regardless of brand.

One bonus for you is that EVGA rma's cards to California as I see that listed as your state.

My vote would have to go to EVGA based on RMA stories posted here on OCN plus my own personal RMA/Step ups done with them.
