Not entirely sure what you're asking here. I'm guessing it's optimal settings for Unreal. That's really hardware specific, and shouldn't take more then 50 seconds of tweaking to find out.

i just set everything as high as it goes

put it to the highest possible that results in 40FPS or more AVG.
unless you are REALLY cpu limited (it doesn't look like it) you can max it out.
