whats the best tool to extract the wires for a cold cathode, and size sleeve and heatshrink

you can use a precision screwdriver, that worked for me, or you could possibly use staples...

3mm sleeving should work and maybe a 5mm heatshrink?

If you're going to be sleeving a lot of stuff, then it's definitely worthwhile picking up a SunBeamTech PSU Modding Kit.
