Smasher needs help with build

system:
Gigabyte EP45-UD3LR
Q6600 B3 stepping
4gb of Corsair XMS2
EVGA GTS 250

Problem

The board came from Ebay and had a few bent pins of which I am satisfied are fixed otherwise I don't think it would boot at all.
The cpu came from an ocn member in trade. Windows installed fine but the system is extremely sluggish. Cpuz reports 2.1 ghz. Occt hangs at the splash screen. LinX fails on the second test at around 7 minutes. Is there something I need to do in BIOS? C1E AND EIST are off.

Do you have the latest bios? Is speedstep disabled? Do you have anything running in the backround?

Is the system too hot? Also check for bad/leaking capacitors - this will cause sluggish performance.

Also there is 1 or 2 more options in the bios that should be disabled - one regulates the multiplier based on thermal conditions and the other regulates vcore based on thermal conditions. (I think
