So if put the RX480 on top of haf 932 outside the case then put 3x 500rpm gently typhoons inside the case blowing air on to the readiator it should be quiet no?
Well it'd definitely be quiet. Effective? Probably not. Just buy some low 500 or 800 rpm fans and strap them onto the rx480. See much MUCH better performance.
Air moving past your radiator fins & tubes is what will cool the water in your loop, not because you have more volume of water moving through metal. It would be a waste to replace an RX360 with an RX480 with the same three fans, if you buy an RX480 run four fans and if you buy an RX360 run three fans!
