You can try using Crystal CPUID. It allows you to change your multi from windows. I'm not sure if there is a program that will allow you to change your HTT from windows, but if you can up your fsb from BIOS and then change your multi after windows boots that may work. Why can't you OC from BIOS? It's much more stable to OC in the BIOS than using windows based programs.
