Try it with your current monitor. You can't set a resolution per se, but perhaps you can make it so the control panel will restrict the viewport, and pad the rest with black borders.
Though if you just full screened a picture in Picasa or something, it would automatically pad it with black borders accordingly. Maybe you can configure it so the bottom of the picture is always on the bottom.
