Speed stepping even though it's off.

I flashed my BIOS earlier and now my 3.6Ghz OC drops to 2.4Ghz when I'm at idle,
Intel speed step is off in my BIOS it shouldn't be dropping should it?

i have the same problem with my evga 750i FTW. i have speed step off but it still cuts my multi down to x6 when i'm at idle. i want to know what else needs to be disabled.
Did you guys flash the bios with the OCed settings? If you did, that can be the cause. If this is the case, I recommend in bios selecting "Restore Bios Defaults", rebooting, and flashing the bios again. This tends to fix the issue.

The eVGA 680i used to do this.
also, after flashing, try loading the optimized defaults first thing.

I have a 680i and when in bios I have to hit F4 to "unhide" options. I think C1E is 1 of those options. hope this helps
