So i can see in speedfan that my cpu fans are in slots 1 and 4 for fans and at 2100 rpm, what i cant seem to figure out is how to lower the speeds of the fans,
Speed fan can display fan speeds but its just the luck of the draw as far as controlling them go's. It depends on the mobo and bios version and lots of other factors such as fan types (4pin vs 3pin).
You have to read the help manual to setup how much power the fan gets and what temperatures to run what percentage. So basically it is like a simpler fan profile than say rivatuner for your GPU. I don't like using Speedfan since it is never updated. I would suggest using the motherboard fan control options. Since you are putting fans into those headers anyway. That would be the simplest and most convenient.
check out the configure menu and look into the speeds tab. I like Speedfan cause my True is only a two pin connection and when the system reboots it is at 100%, until SF opens up then I can control the speeds according to my temps
